On January 13th, the Planning Application to run a biomass boiler was turned down. In the meantime, residents are concerned about the unpleasant smells permeating Dewell Mews, Croft and Lethbridge Roads from the extractor fans on some days. We are also concerned that large attachments have been fitted to the extractor fan outlets.

This planning application is to be considered by SBC Planning Committee at the Council Offices, Euclid Street, at 6.00pm on Tuesday 13 January. The Planning Department has recommended that it be accepted. Information about the application can be found here:

There are a number of concerns about this planning application, including:
1. The boiler would be burning MDF and melamine-faced chipboard. Would the boiler destroy the formaldehyde and other harmful substances in the MDF and melamine at all times?
2. Are these processes suitable for a crowded residential area? The boiler flue is about two metres above roofline, below the surrounding ground level. How would the exhaust disperse?
3. By law, people working with MDF must be protected by a dust extraction system. The dust extraction system is already in operation and there is a smell downwind of the air outlets and on the railway path. The dust extraction system operated previously on this site was a cause of concern to residents.
4. How often would the company monitor emissions, to check whether the boiler and the dust extraction system were working safely, and how would they publish the results?

Location: Unit 11-14 Central Trading Estate, Signal Way.
Dear Resident,
Residents on the left hand side of St. Margaret's Road have received notification of a planning proposal to install a biomass heating system (see overleaf). Since they are not the only people to be affected by this application, we felt we should inform more residents about the proposals.
TT Manufacturing Ltd, a joinery company, have made the application to install a 1 metre high flue from a 145KW biomass burner they propose to install at their premises on Signal Way to dispose of their waste which will include fibreboards, such as MDF or chipboard containing glues or resins, and treated wood. These materials release some toxic chemicals when they burn.
There are a number of questions to be answered about this planning application:
- “biomass” sounds eco-friendly. Are residents aware that the term includes industrial waste, which is what would be burnt here?
- Is this installation suitable for a very small industrial estate in a crowded residential area, as air quality will certainly be affected?
- The flue is planned to be a metre above roofline, below the ground level of surrounding streets. How will the exhaust disperse?
- Would the burning of waste chipboard and MDF produce dangerous toxic exhaust?
- Would there be a constant smell and/or noise coming from the unit?
- How could the installation operate in the warm summer months?
- How could SBC monitor the process to make sure that complete combustion is taking place at all times?
Because of the limited notification and growing public concern, the closing date for the receipt of comments from the public has been extended to:
